Good point! A lot of new urban developments tend to hasten things up by building everything at once. As a result the built environment is synthetic and unlively. The more desireable option is to build some sort of framework and provide guidelines which all the subsequent projects can use as a basement. That would be closer to the natural ways of how cities developed and grew over time.
